It's known JavaScript is implemented following a standard specification, currently the ES2015 or just ES6. It's also known it is a work in progress with the upcoming ES2016 and ES2017. TC39, the current group moving ECMAScript forward, has a detailed staging process, which will be explained on a way to understand how an idea becomes reality featured in the specs and implemented in the browsers.
